Rehabilitation/Construction of Boundary Wall, Installation of CCTV Cameras, Flood Lights and E-Fencing at Lifestyle Residency Apartments G-13/1, IslamabadINVITATION TO E-BIDS THROUGH E-PADS Federal Government Employees Housing Authority (FGEHA) is inviting e-bids through the E-PADS, PPRA platform for the project titled "Rehabilitation/Construction of Boundary Wall, Installation of CCTV Cameras, Flood Lights and E-Fencing at Lifestyle Residency Apartments G-13/1, Islamabad." under Single Stage One Envelope (SSOE) bidding procedure from the firms/companies/contractors having proof of valid registration until 30-06-2026 with the Pakistan Engineering Council (PEC) in Category C-6 or above with relevant codes CE10, EE02 & EE11 and having valid income tax registration with the Federal Board of Revenue (FBR) with following terms & conditions: 1. Detail of documents to determine eligibility of firms/companies/contractors is as under :- i. Bid Security Instrument: Rs. 400,000/- Lump Sum in shape of CDR in favor of Project Director (Lifestyle Residency Apartment G-13), FGHEA. ii. Proof of at least Four similar nature of works, two in each category (Civil & Electrical) with minimum contract amount of fifteen (15) million or above during the last three years (LOA/Work Order & Completion Certificate) pertaining to: • Construction of Boundary Wall/building or any civil work. • Electrical work specifically related to Installation of CCTV Cameras, Flood Lights and E-Fencing. iii. Proof of valid registration until 30-06-2026 with the Pakistan Engineering Council (PEC) in Category C-6 or above with relevant codes CE10, EE02 & EE11. iv. An affidavit on stamp paper of minimum worth Rs.100/- stating that the firm/company/contractor has not been blacklisted from any Government Department/Organization at the time of submission of bid. 2. Interested firms/companies/contractors which are eligible as per Serial No. 01 may download the bidding documents / NIT, which include detailed terms and conditions, free of cost from the FGEHA’s website (www.fgeha.gov.pk), the PPRA’s website (www.ppra.org.pk), and E-PADS (https://eprocure.gov.pk). 3. Interested bidders are encouraged to visit the project site to understand existing conditions and the nature of the work. 4. The Proposals (containing scanned copies of all documents at Serial No. 01) prepared in accordance with the instructions provided in the NIT / bidding document must be uploaded/ submitted through E-PADS by 21-07-2026 (Tuesday) at 11:00 AM. The Bids will be opened on the same day at 11:30 AM at the Site office, Lifestyle Residency Apartments G-13/1, Islamabad, in presence of bidders or their authorized representative who choose to attend. 5. Further, a hard copy of the proposal (containing scanned copies of all documents at Serial No. 01) and Original CDR are compulsory to be submitted to the tender opening committee on the opening day before the e-bid submission deadline i.e. 11:00 AM. If failed to submit original CDR and said documents within stipulated time would lead to disqualification or non-responsiveness. 6. In case of submission of any fake information / document such as CDR/ Receipt (will be verified from the concern bank) the contractor / firm will be disqualified from the current tendering procedure and will be blacklisted to participate in any tendering process of FGEHA. Further recommendation to PPRA and PEC will also be made against such firm /contractor for appropriate action / blacklisting. 7. All the applicable Federal/Provincial taxes must be considered while preparing the bids and shall be considered included in in the quoted rates. 8. In case of any technical difficulty in using E-PADS, prospective bidders may contact PPRA Team, Director MIS, Room No.109, 1st Floor, FBC building Sector G-5/2, Islamabad Contact No.051-111-137-237. 9. FGEHA reserves the right to reject any or all bids as per PPRA rules.
